Job Description

The Bipartisan Policy Center (BPC) is a Washington, DC-based think tank that helps policymakers work across the aisle to craft bipartisan solutions. By connecting lawmakers, delivering data and context, negotiating policy details, and creating space for bipartisan collaboration, BPC ensures democracy can function on behalf of all Americans. Since 2011, BPC has developed and pursued bipartisan recommendations for growing the supply of affordable rental homes, providing targeted rental assistance, and supporting sustainable homeownership. BPC’s Housing Commission and Senior Health and Housing Task Force—and discrete efforts since to build consensus on affordable rental housing policies, improve credit access, advance affordability priorities in housing finance reform, and facilitate health and housing partnerships—have served as catalysts for bipartisan action in Congress.

BPC is currently seeking a Senior Policy Analyst to join the J. Ronald Terwilliger Center for Housing Policy. The center reflects the deep commitment of both BPC and philanthropist Ron Terwilliger to the idea that every American family deserves a decent, safe, and affordable place to live. Believing that forging broad, bipartisan support offers the greatest opportunity to realize this goal, the center is working to advance federal policies that more effectively address our nation's critical housing affordability challenges. The Center is overseen by an Executive Director and Director.

Roles and Responsibilities

  • Managing and generating written products—including reports, white papers, issue briefs, grant proposals, blogs, and letters—from conceptualization to publication
  • Evaluating the technical, economic, and political prospects for a broad range of policies related to housing
  • Leading outreach and communications activities, such as preparing testimony for hearings, briefings for policymakers, agendas for stakeholder meetings, and external communications through traditional and digital media
  • Planning and managing public events, such as panel discussions and roundtables, to advance the Center’s policy, education, and outreach goals
  • Developing recognized expertise on housing policy and representing the BPC and the Center with policymakers, stakeholders, and other external audiences
  • Assisting in project fundraising and tracking project outcomes and success for project reports
  • Communicating and collaborating with the Center’s Advisory Committee, Executive Council for Housing Affordability, BPC staff, and stakeholders
  • Overseeing the work of junior staff, project interns, or external consultants on select projects
  • Building collegial relationships with congressional and administration staff that work on housing policy
  • Developing and implementing strategies in coordination with BPC’s communications and advocacy staff to advance the housing goals

Qualifications for Senior Policy Analyst

  • Bachelor’s degree and 5 years of relevant experience OR a relevant advanced degree and 3 years of relevant experience
  • Excellent written and verbal communications skills, as well as experience managing projects or programs with multiple staff members
  • Strong political instincts and ability to work diplomatically with a wide spectrum of viewpoints
  • Knowledge of federal housing programs and/or housing markets is required
  • Previous grant-writing experience is preferable
  • Proven critical thinking/problem-solving skills and ability to grasp “big picture” concepts as well as granular complexities
  • Highly flexible and adaptable to changing circumstances, capable of working independently and in a team environment
  • Strong ability to manage and prioritize multiple tasks with often overlapping deadlines while maintaining a high degree of thoroughness and accuracy
